I see this army as representing the resistance of the various Celtic tribes between 58 down to 52 BC, ending with the last gasp campaign of Vercingetorix. As time passed (and most of the experienced warriors killed) the Gallic effort would utilize increasing numbers of FV 4 Tribal levies. In the case of Vercingetorix' campaign of 52 BC it would also make use of both units of bonus HC, as Caesar makes it clear that Vercingetorix best hope was to utilize his numerical advantage in mounted warriors. See Book VII of Casear's "Conquest of Gaul"; particularly section 64.
And for those wondering about the appropriateness of a potential six HC units -- well Vercingetorix had a LOT of HC at his disposal, and Caesar implies that if it had been used EFFECTIVELY, he might well have lost in 52 BC.
