This list differs from the Early Kingdom of Jerusalem list in the absence of a Saracen Allies package. This reflects the greater unity which a series of powerful Saracen Emirs, most notably Salah ed-Din Yusuf (Saladin), brought to the Moslem community.

The relative drop in initiative is intended to reflect the difficulty which the later Kings of Jerusalem had in exercising their authority, particularly as the rival Holy Orders developed their own interests (which were not necessarily consistent with those of the Kingdom) and became increasingly powerful.
