After 1068 A.D., the control rating can be changed to Heavy 2, Light 6 with one HC Tribal Nobles Key FV 4(0)0 Prot. +2 Various/bows added to the Bonus Troops at a cost of 13 points to reflect the Hsien-pi extortion of weapons and armor from the Chinese as tribute. In tournament play, the opposing commander must be informed of the control and Initiative variant being used prior to the purchase of Bonus units and terrain.
The Initiative is 5 rather than the more usual 6 for cavalry armies as the Hsien-pi seemed to be consistently outgeneraled by the other nomads only attaining success due to the collapse of the Hsiung-nu Empire coupled with the collapse of the Later Han and the rise of a Hsien-pi great leader.
